Reroofing is the word for replacing the working parts of a roof. The rafters and much of the decking stay. What comes off and goes back new is the roof covering and the underlayment beneath it, the two layers that actually take the weather. For most homes, reroofing and a full replacement are close to the same thing, and we use whichever term fits how the job is done.
There are really two ways to reroof, and the difference matters. One is an overlay, where new shingles go on top of the old ones without tearing off. The other is a tear-off reroof, where the old covering comes off first. We do tear-offs. An overlay hides the condition of the decking and the old underlayment, adds weight the structure was not built for, and traps the very problems you are paying to fix.
